NSPA is the lead organisation for multinational acquisition, support and sustainment to NATO and its 31 Nations.  

NSPA is a customer-funded agency, operating on a "no profit - no loss" basis.    

The Agency employs over 1,500 people and it is based in the Grand Duchy of Luxembourg, with main operational centres in France, Hungary and Italy.


Summary

The incumbent is responsible to the Principal Legal Advisor, Head of NSPO/NSPA Office of the Legal Advisor for providing legal advice on issues associated with the responsibilities, functions, operations and activities of the Agency. The incumbent will be responsible for managing a wide-ranging portfolio, bringing matters to completion and achieving expected results. More precisely, the incumbent is responsible for performing the following functions:

Responsibilities

General Responsibilities

  • Conducting legal research.
  • Providing oral and written legal advice.
  • Preparing legal studies, opinions, written procedures and correspondence.
  • Assisting in contractual / agreement negotiations.
  • Assisting in disputes, litigations, arbitrations, or any legal proceedings to which the Agency is a party.
  • Performing other related functions as required in peacetime and any other appropriate functions assignedin times of crisis or war.
  • In the event of crisis or war the incumbent will, subject to the agreement of their national authorities, remainin the service of the Agency.

Specific Responsibilities

  • Providing the Agency with advice and studies of a legal nature on personnel related matters.
  • Providing the Agency with advice and studies of a legal nature on commercial contractual related matters.
  • Providing the Agency with advice and studies of a legal nature on international agreement related matters.
  • Ensuring the implementation of the risk management process and managing the risks raised in their area ofresponsibility in compliance with NSPA prescriptive documents on Risk Management.

Qualifications

General Qualifications

  • University degree in law such as LL.L. or LL.B. from a recognized establishment.
  • At least three years of experience in a legal environment, including provision of legal advice to clients.
  • Demonstrated initiative and creativity and ability to work with only limited supervision.
  • Good people skills and ability to work effectively both with legal colleagues and clients.
  • Excellent analytical skills and appreciation of the relationship between legal and policy issues.
  • Ability to present complicated legal issues in a clear, concise and persuasive manner.
  • Ability to facilitate/present persuasively and negotiate effectively to achieve desired outcomes.
  • Ability to embrace change and adapt to emerging requirements.
  • Knowledge of information systems at end-user level with experience in using personal computers andsoftware packages.

Specific Qualifications

  • Proven ability to provide legal advice to senior personnel.
  • Proven ability to communicate clearly and concisely, both orally and in writing.
  • Working knowledge of and experience with legal databases and Microsoft Office software.

Language qualifications

  • NATO's two official languages are English and French. The work of this post is mainly conducted in English, therefore fluency in that language is essential and working knowledge of French is desirable.

Desirable qualifications

  • A postgraduate degree such as LL.M., D.E.A, PhD, or LL.D. in public international law, dispute settlement, or law of contracts would be an asset.
  • Qualified to practice law in one of the NATO countries.
  • Experience in an intergovernmental organisation would be an asset.
