Mission

The successful applicant will be a member of the Authorisation Division of the CSSF’s “Innovation, Payments, Market Infrastructures and Governance” department. As a member of the Authorisation Division, you will be part of the team in charge of (i) analysing applications for authorisation of crypto-asset service providers, issuers of certain types of crypto-assets, payment institutions and electronic money institutions, but also, (ii) questions relating to the interpretation of regulatory texts applicable to payment and electronic money services as well as to certain services linked to crypto-assets and (iii) monitoring future regulatory developments in these areas.

Role & responsibilities

  • Assessment of applications for authorisation of crypto-asset service providers, issuers of certain types of crypto-assets, payment institutions and electronic money institutions
  • Handling of official requests or questions addressed to the CSSF in relation to Directives (EU) 2015/2366 on payment services and 2009/110/EC on the taking up, pursuit and prudential supervision of the business of electronic money institutions
  • Handling of official requests or questions addressed to the CSSF in relation to the application of Regulation (EU) 2023/1114 on markets in crypto-assets
  • Monitoring regulatory developments and drafting regulations on payment services, electronic money and crypto-assets
  • Interaction with other departments of the CSSF, other national competent authorities and European Union institutions
  • Participation in national and/or international working groups relating to payment services, electronic money and crypto-assets
  • Drafting reports and analyses

Your profile

  • Master’s degree in law, economics science or finance (Bac+4 or Bac+5)
  • A professional experience of at least 5 years in financial regulation. Proven professional experience in the areas mentioned under "Role & Responsibilities" is a strong asset
  • A good knowledge of the crypto-assets sector will be considered as an asset
  • Perfect proficiency in written and spoken French and English. Knowledge of German and/or Luxembourgish will be considered as an advantage
  • Availability for potential missions abroad
  • Good oral communication and writing skills
  • Excellent organizational, analytical and synthesis skills
  • Very good relational skills
  • Flexible and a sense of initiative
  • Ability to work autonomously while having a natural interest and willingness to exchange and share knowledge

The successful candidate (m/f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).

Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.
