Company description

The LNS is a public institution established by the law of 7 August 2012 and operating under the supervision of the Ministry of Health in Luxembourg. Organized as a multidisciplinary institute, its four scientific departments and two diagnostic centers include services and units related to the fields of morphological and molecular pathology, genetics, medical biology, microbiology, Forensic medicine and health protection.


The Laboratoire national de santé (Public institution) is recruiting a full-time, permanent contract a Senior Jurist (BAC+5) Ref°181 (m/f) report to the direction.

In view of the growth and diversity of its activities, LNS is looking to strengthen its legal department with a new lawyer.

Tasks

  • Ensure compliance with legal and regulatory provisions within LNS;
  • Draft, revise and negotiate contracts such as commercial contracts, research contracts, agreements, collaboration agreements and other legal documents;
  • Working with the Purchasing Department and other departments to launch calls for tender and ensure that public procurement procedures are properly followed;
  • Monitor contracts and ensure compliance with contractual obligations;
  • Managing and updating the institution’s legal documentation (filing and archiving documentation);
  • Acting as the main point of contact for all legal issues, whether internal or external to the institution;
  • Advising and assisting departments and services as well as LNS management on legal matters and ensuring that internal teams are aware of legal issues;
  • Advising on the legal and regulatory feasibility of projects and assessing the associated constraints and risks;
  • Alerting LNS management to the legal risks associated with the laboratory’s activities and proposing appropriate and pragmatic recommendations;
  • Monitor legal and regulatory developments;
  • Participate in resolving disputes and follow up with lawyers in the event of legal proceedings;
  • Reviewing and/or drafting legal department procedures.


Profile and qualities required

  • Master’s degree in law (BAC +5) ;
  • The Certificate of Complementary Training in Luxembourg Law (CCDL) is an asset;
  • At least 5 years’ professional experience in a legal department of a company or public administration, including proven experience on the Luxembourg market;
  • Ideally a good understanding and knowledge of the Luxembourg healthcare sector;
  • Legal practice in contract law (including research contracts), intellectual property law and personal data law;
  • Ideally a good knowledge of public procurement law and public law.
